狐表的FTP管理器也直接设置UTF8为true

还有，上传到服务器的文件是乱码，很奇怪，但是在狐表的FTP管理器看又是正常的

关闭了还是会这样

要不我提供FTP账号密码你测试上传？

最后换了别的FTP工具 FileZilla Server 解决了。IIS自带的FTP貌似有点问题。不够第三方的好
